The old resolution states that the inspectors can not access any areas that 
Saddam names as presidential palaces, which currently includes about 12 
square miles of territory scattered all over the country and which are the 
primary suspects for the locations of his WMD factories. It accomplishes 
absolutly nothing to send in inspectors under those conditions. That would 
be like the police having a search warrant for a suspects house but the 
warrant said "You may not search any areas that the homeowner states are 
private". Well obviously your not going to find anything that way.
